Our Homeowners Association, like most HOAs, exists for the specific purpose of providing for the maintenance, preservation, and architectural control of the residences, common areas, open spaces, conservation areas, and the natural open space easements within our boundaries. If you don't believe this, check out the Articles of Incorporation. To do this, a Board of Directors is elected, with the main duties of these Directors being to exercise a duty of care, duty of loyalty, and duty of confidentiality. In simple terms, this means we set a budget, determine the annual dues, pay bills, hire contractors like the lawn mowing company, and keep up the clubhouse and pool - to name a few of our duties. These duties extend to the Association as a whole - not to just to one of the four Villages or any one particular homeowner. Governing documents, in addition to Virginia statutes and case law, plus Federal laws, guide the Board in what they can and should do. We also hire an attorney and a professional property manager to help us interpret our business requirements and enforce our policies.
It sounds like a lot of responsibility, and it is! But not too much. The Board offers trainings and mentors for new directors. And because terms are staggered, so the entire Board isn't new all at once, there is help understanding what needs to be done and how to do it.
